Anne Hazlett

Senior Director, Government Relations and Public Affairs, Purdue University

Anne Hazlett

Anne Hazlett is the Co-Chair of the Indiana Mental Health Roundtable and serves as the Senior Director for Government Relations and Public Affairs at Purdue University. In this role, she is the lead advocate for Purdue to state and local officials and is responsible for partnering with stakeholders on efforts to spur economic development, prosperity and quality of life in rural communities.  Before joining the Purdue team, Anne was a Senior Advisor for Rural Affairs in the White House Office of National Drug Control Policy where she worked across the federal government to equip rural leaders with tools to address drug addiction in rural America.  Anne also served as the Assistant to the Secretary for Rural Development at the United States Department of Agriculture.  There she managed a broad portfolio of programs in housing, business development and infrastructure to support rural communities.  In addition, she developed and led the Department’s response to the opioid crisis, including creating greater access to behavioral health care in rural areas.

Anne has worked on Capitol Hill as legal counsel for the Agriculture Committees in both the U.S. House of Representatives and Senate where she helped draft several pieces of legislation that are important to agriculture and rural America, including the 2002, 2008, and 2014 Farm Bills, and 2010 and 2016 child nutrition reauthorization bills.  She has also served in several state leadership roles including Director of Agriculture and Chief of Staff to the Indiana Lt. Governor.

Anne is an Indiana native and a graduate of Kansas State University and the Indiana University School of Law Indianapolis.  She also holds a masters of law in agricultural law from the University of Arkansas.

Marvin Richardson

Marvin’s Bio Marvin serves as Managing Director of The Capstone Fund, a Donor Advised Fund founded with his wife Melanie, that is focused on mental health advocacy, hunger relief, and faith-based initiatives. Marvin and Melanie are driven by a deep commitment to raising awareness for mental health, inspired by the growing need for accessible, effective support in communities across the country.

A pharmacist with over 40 years of experience in healthcare leadership, Marvin combines this expertise with a passion for impactful change in mental health advocacy. Marvin also serves as Senior Advisor for Morrison US, a global infrastructure investment company where he is focused on US-based investments in healthcare and logistics companies.

Before joining Morrison, he was an Investor, Board Member, and Industry Advisor for iA (Innovation Associates), a pharmacy automation technology company he and his two business partners acquired in November 2019. He also served as the Chief Executive Officer of iA from March 2020 through November 2023.

Before joining iA, Marvin co-founded Capstone Consultants, a pharmacy automation consulting firm. As an entrepreneur, he also co-founded PrairieStone Pharmacies, a 33-store retail chain, and Low Cost Health Care, a retail and long-term care pharmacy business. As President and CEO of PrairieStone Pharmacies, Marvin launched DailyMed in 2003, an automated medication adherence solution that significantly improved patient compliance.

Earlier in his career, Marvin held various positions in Walgreens’ corporate and field operations and served as Senior Vice President of Pharmacy Operations at Rite Aid, responsible for pharmacy technology and operations across 4,200 stores nationwide.

A Purdue University College of Pharmacy graduate, Marvin received the Distinguished Purdue Pharmacy Alumni award in 2008. Marvin also serves on the Purdue College of Pharmacy Advisory Board, the Grace Care Center Foundation Board, the Grace Church Financial Oversight Team, and the Board of Directors of Cler Blu.

He has also served as a consultant and advisor to various healthcare companies and policymakers, including former Indianapolis Mayor Steve Goldsmith and former U.S. Vice President Dan Quayle.

Vanessa’s Bio Vanessa became the Indiana Chamber’s first female president and CEO on January 5, 2024.

After 20 years in Washington D.C. at the center of politics and power, Vanessa moved “home” to Indianapolis with her husband, a Clay County native, and their two sons. She founded Green Sinders Consulting, a woman-led firm offering strategic advice, project execution and crisis management, and leadership development and coaching services to clients.

Previously, Vanessa served as senior vice president for government affairs at Charter Communications/Spectrum, a Fortune 100 cable and broadband company. She was responsible for directing the company’s strategic policy and political engagement with Congress and the White House, as well as managing a seven-person internal team and 15 external consulting firms.

Vanessa came to Charter after a four-year stint as senior vice president and department head for government affairs at the American Hotel & Lodging Association. In that capacity, she oversaw the association’s advocacy work at the federal, state and local levels, and managed the 10-person government affairs team.

Vanessa’s political and policy roots run deep. For a decade, earlier in her career, she held high-profile positions on Capitol Hill, including chief of staff for then-U.S. Sen. Scott Brown of Massachusetts and policy director for former U.S. Sen. Judd Gregg of New Hampshire. Additionally, she was chief of staff for the “Campaign to Fix the Debt,” a nonpartisan issue-based coalition advocating for better national fiscal policies. There, she oversaw the implementation of the campaign’s strategy and directed the activities for its 45-person staff.

Jennifer Pferrer joined the Indiana Chamber of Commerce in April 2017 as the Executive Director for the Wellness Council of Indiana. With over 30 years of experience working in healthcare, Jennifer understands the impact individual health has on the corporate bottom line and why corporate wellness is critical to corporate and community development. 

With experience in the hospital and non-profit setting, Jennifer led efforts in brand alignment, organizational development, and strategic oversight to local and regional initiatives.  Jennifer has significant insights into how consumers engage with healthcare and the role of employers in improving individual wellbeing.

She is a former executive with the American Diabetes Association and St. Vincent Hospital, where she learned the role of chronic disease management and internal hospital operations, offering a unique perspective on healthcare. 

Jennifer earned her bachelor’s degree from Ball State University.  She resides in Noblesville with her husband and is a mom to three sons.

Bryan Mills Bio Bryan Mills has served Community Health Network for four decades. He was appointed president and chief executive officer on May 1, 2009, and previously served from 1992 to 2009 as CEO of Visionary Enterprises Inc. (VEI), a for-profit affiliate within Community. Mills began his career with Community in 1985 as a member of the leadership team that opened Community Hospital North.

Mills is very active in the local community. He serves as chair of the Central Indiana Corporate Partnership and is a member and past chair of the boards of the United Way of Central Indiana and the Indiana Hospital Association. He serves on the boards of the Richard M. Fairbanks Foundation, Indy Chamber, and IDI Composites International, and also chaired the board of the Boys & Girls Club of Noblesville. Mills is an active member of Noblesville First United Methodist Church and within the Noblesville community.

He is a graduate of Ball State University and has been honored by Ball State with the President’s Medal of Distinction, the Accounting Lifetime Achievement Award and the Distinguished Alumni Award. The Indianapolis Business Journal on multiple occasions has included Mills among its “Indiana 250” recognition of the most influential business leaders in Indiana. He was inducted into the inaugural class of Noblesville Schools Hall of Fame in 2025 and the Indiana Area Council of Boys & Girls Clubs Hall of Fame in 2023.

Bryan and his wife, Cathie, have four sons and four grandchildren.

Kailin started with SCI in 2018.  Prior to joining the team, she earned her degree in communications from Manchester.  After college, Kailin relocated to Cass County to manage the local branch of a national fitness company that eventually drew her to her role as Director of Impact for United Way of Cass County.  Kailin began with SCI in Office Administration and eventually took on the position as Wellness Director.   At SCI, Kailin is responsible for the planning and execution of company Wellness Summit, has a hand in benefits, lunch-n-learns,  Wellness challenges, and organizing health coaching.  Kailin is trained as a QPR Suicide Prevention Gatekeeper Instructor and Mental Health First Aid. Kailin volunteers and serves with the United Way of Cass County, Logansport Parks & Recreation Foundation, is the head coach for LHS Girls Cross Country, and stays active in a local running club with her husband. Kailin also chairs the SCI Wellness Committee and recently accepted a position on the Wellness Council of Indiana Board of Advisors.

Candace Shaffer

Candance Shaffer

Candace Shaffer’s commitment to improving the well-being of others is at the core of her professional successes, as well as her personal motivation. In 2014, she began her career in benefits at Purdue University. From 2017 to 2023, she served as senior director of benefits, leading the university’s benefit team and was responsible for the overall strategic and financial approach to Purdue University’s and Purdue University Global’s benefit packages.

 

Today, in her role as Associate Vice President (AVP), Benefits & Payroll, she provides visionary, strategic leadership to plan, develop, maintain and enhance the university’s comprehensive benefits package and payroll processes. Advancing the University’s time, pay and benefit strategy, including developing, implementing and monitoring quality and compliance standards and customer service expectations while meeting financial expectations and overseeing continuous improvement initiatives also fall to her as AVP. Furthermore, she is responsible for generating new ideas, leading and persuading others to reach consensus to drive alignment across different areas, including oversight of personnel appointment processing, timekeeping, payroll processing and accounting, employment verification, payroll tax services, HR service center, benefit administration and benefit data processing for the entire Purdue University system.   

 

As a result of Shaffer’s dedication to overall health and well-being, Purdue was named the 2023 and 2024 Healthiest Employer in Indiana, Rank 1 for employers with 5k+ employees and is certified as a 2024 Bell Seal for Workplace Mental Health – Silver Level . Additionally, she received the following awards:

Prior to coming to Purdue University, Candace worked in the early care and education profession with several years focusing on children and families at risk, supporting early childhood programs on quality of care and planning statewide early education conferences for professionals. With her education and previous work experience being child development and family studies, her first introduction to benefits from an employer’s perspective was when she came to work at Purdue in 2014 as the worksite health and childcare specialist. Once she joined the team, she became more involved in benefit and team projects, leading to being given the opportunity to serve as interim associate director, ultimately leading to her current position as senior director of benefits where she leads a team focused on helping the Purdue community thrive.

 

Candace earned both her bachelor’s and master’s degrees in child development and family studies from Purdue University. Awarded with Employee Benefits News ‘Benefits Leadership in Healthcare’ in 2018, Candace’s focus on overall employee wellness – behavioral, financial, physical, social and work-life – continues to bring new opportunities to the table, not only for the employee population but also the university.

Jay Chaudhary is a Senior Fellow at the Sagamore Institute and Strategy Director of the Indiana Mental Health Roundtable. He previously served as the director for the Division of Mental Health and Addiction with the Indiana Family and Social Services Administration from 2019-2024. During that time, Indiana made considerable progress on mental health, including a nationally recognized rollout of the 988 Crisis and Suicide Lifeline and recent selection in the federal Certified Community Behavioral Health Clinic demonstration program. Chaudhary received numerous accolades for his work, including the “20 under 40” award from the Council of State Governments and the “Champion of Justice” award from the Indiana Judges Association. 

 

Prior to joining the Indiana Family and Social Services Administration, he served as managing attorney and director of Medical Legal Partnerships for Indiana Legal Services. Chaudhary holds an undergraduate degree from Ball State University. During his time with Indiana Legal Services, Chaudhary developed a medical-legal partnership between Indiana Legal Services and Eskenazi Midtown Community Mental Health Center that began on a part-time basis and later turned it into a full-time, multi-lawyer program. For his dedication to this partnership, Chaudhary received the Innovation Award from ARC of Indiana. In 2015, the partnership between Indiana Legal Services and Eskenazi Midtown Community Mental Health Center received the Outstanding Medical Legal Partnership award from the National Center for Medical Legal Partnership. In 2020, Chaudhary was a recipient of the Maurer School of Law’s Young Alumni Distinguished Service Award.

Natalia Birgisson Bio Natalia Birgisson, MD, is co-founder and CEO of Flourish Health. Flourish Health provides personalized, in-home and virtual mental healthcare for youth with serious mental illness. On average, patients see clinically significant improvement within six weeks of care at Flourish and can continue care for at least a year. Flourish contracts with both Medicaid and private insurance to provide wraparound care to families who often would not otherwise have access to care. 

Dr. Birgisson did her medical training at Stanford. During the COVID-10 pandemic, she served as a frontline physician in the pediatric emergency department. There she saw first hand the opportunity for disruption in healthcare and the value of remote care. She went to Doximity to develop this skillset as Director of Strategy and had the chance to help build and scale tools that over 80% of U.S. physicians use. Dr. Birgisson is passionate about building health technology that closes the gaps in available mental healthcare and invests in a healthier future. In her free time, she volunteers as a mentor for young adults in foster care in the Bay Area. She also enjoys hiking and chasing after her puppy with poop bags.

Louise Langheier is the Co-Founder and CEO of Luminary Impact Fund, a new venture capital philanthropy working to improve family mental health.
Luminary invests in nonprofits and early-stage companies that are working to bring accessible, high-quality mental health care for all families.
Luminary supports these organizations to grow to meet the needs of more families, particularly those in under-resourced communities.
Luminary also works to support and shine a light on the field of family mental health overall.

Prior to Luminary, Louise was Co-Founder and CEO of Peer Health Exchange (PHE) for twenty years.
PHE is a national non-profit creating healthier communities by, with, and for young people on topics such as mental health, sexual health, relationships, substances, and beyond.
Now under the leadership of Dr. Angela Glymph, PHE serves 500,000 young people annually.

Louise serves on the Boards of I AM ALS, Outer Coast, and Off Assignment, and as a parent peer supporter with the Talkline, a warm hotline for parents in need in San Francisco.

She lives in San Francisco with her husband and three sons.

Margaret’s Bio Margaret is President and CEO of Hopelab, a transformative social innovation lab and impact investor working to support the mental well-being of adolescents ages 10-25, especially BIPOC and LGBTQ+ young people. Through philanthropic funding, collaborations, and intergenerational partnerships, Hopelab works at the intersection of tech and mental health alongside entrepreneurs, funders, researchers, and young change-makers to create systems change and build a thriving future for underserved young people.

Prior to Hopelab, Margaret spent 17 years at the California HealthCare Foundation in a number of roles, including Director of Public Financing and Policy and Director of the Innovations for the Underserved program. She founded the CHCF Health Innovation Fund, a mission-focused fund investing in health care technology and service companies that improve access to and lower costs of health care.  Prior to CHCF, Margaret held positions with Accenture, the World Health Organization, Mentor Clinical Care and the Commonwealth of Massachusetts.

Margaret holds a master’s degree in Public Policy from Harvard University’s John F. Kennedy School of Government and an A.B. in English Literature from Princeton University. Margaret is a lecturer in entrepreneurship at the Stanford Graduate School of Business. She serves on the boards of Health Leads, United States of Care and Project Glimmer, and is an adviser to Town Hall Ventures, Acumen America and Galileo Health.

Seema Verma

Seema Verma

Seema Verma is the executive vice president and general manager of Oracle Health and Life Sciences, where she’s responsible for Oracle’s clinical and clinical trials applications portfolio.

Seema has more than 25 years of experience leading transformative initiatives across the healthcare industry. In her current role, she’s spearheading the development of Oracle’s next-generation electronic health record system, transforming it into a clinical asset to help improve care delivery. She’s also focused on closing the gap between clinical research and clinical care to help improve patient outcomes.

Seema was the administrator of the Centers for Medicare & Medicaid Services (CMS) from 2017 to 2021. In this role, she developed and implemented the federal administration’s healthcare plan to advance value-based care, innovation, interoperability, and price transparency while reducing drug prices and regulations through her historic Patients over Paperwork initiative.

Prior to her role at CMS, Seema founded and sold a national health policy consulting company and worked as a vice president for policy and planning for a public hospital, public health department, and health system. These experiences provided her with invaluable insight into the challenges healthcare professionals face on the front lines of the industry.

 

She is currently a director on the board of LifeStance, a behavioral health company, and serves on the USC Price School Board of Councilors. She holds degrees from the University of Maryland and Johns Hopkins University School of Public Health.

Brett Kramer joined the Indianapolis Colts staff in May, 2023 as the Director of Kicking The Stigma.

In her role, she is responsible for the development and execution of the strategic plan for Kicking The Stigma, through a collaborative approach with ownership, to position the team as a leading advocate and changemaker for mental health awareness.
She oversees all events and activities, including the annual Beyond the Sidelines fundraiser, in addition to the initiative’s strategic partnerships, Action Grant program, donor recruitment and development, foundation management, and content strategy.

Prior to her time with the Indianapolis Colts, Kramer served as the Senior Director of Communications at Indiana Sports Corp.
At the organization, she was a key member of the leadership team responsible for developing, overseeing, and executing internal communications, public relations, media relations, social media strategies, crisis communications, and external communications strategies.
She oversaw the public relations and social media for the historic 2021 NCAA Men’s Basketball Championship resulting in more than 75K earned media mentions in less than four months.
Additionally, she organized and directed media operations at all six venues of the Championship and served as the first female Local Media Coordinator since at least 2010.

Kramer started her career in sports as the Director of Championships and Communications for the Horizon League.
At the Horizon League, she served as the Championship Tournament Director for men’s soccer, men’s and women’s swimming and diving, and men’s and women’s tennis while serving as the primary contact and manager of communications for men’s soccer, women’s basketball, men’s and women’s cross country, and softball.

Kramer graduated with honors from Michigan State University in 2012 with a degree in Communication and specialization in Public Relations.
At Michigan State, Kramer was a student-athlete in the sport of softball where she earned First Team All-Big Ten accolades, All-Big Ten Distinguished Scholar Athlete, and was an All-America Scholar Athlete by the National Fastpitch Coaches Association.

Kramer is a native of Fishers, Ind. and graduated from Hamilton Southeastern High School in 2008.
Kramer currently lives Downtown Indianapolis with her husband Ryan, daughter Elliott, and Great Dane Leonard.

Kalen Jackson

Kalen Jackson Bio Kalen Jackson will enter her first season as Colts Owner & Chief Brand Officer in 2025, following 13 seasons as Vice Chair/Owner. She also serves as President of the Indianapolis Colts Foundation.

Jackson joined the team in 2010 and, along with sisters Carlie Irsay-Gordon and Casey Foyt, represents the third generation of Colts ownership in Indianapolis. Like her sisters, Jackson grew up with the Colts organization as a significant part of her life since birth. She oversees various functions of the organization, including coordinating the Irsay family’s community and philanthropic efforts.

Jackson currently leads Kicking The Stigma, the family’s initiative to raise awareness about mental health disorders and end the stigma often associated with these illnesses. Since launching in 2020, Kicking The Stigma has committed more than $31 million to nonprofits and organizations expanding treatment and research and raising awareness in Indiana and beyond. Jackson serves on the national board of Project Healthy Minds and locally on the board of the United Way of Central Indiana. She also is president of the Indianapolis Colts Women’s Organization.

In addition to representing the Colts at NFL Owners’ Meetings, Jackson chairs the league’s Employee Benefits Committee, where she is responsible for administering club and league benefit plans, including plan design and amendment, benefit and administrative expense payments and employee eligibility issues.

She graduated with honors in 2010 from Indiana University’s School of Health, Physical Education & Recreation with a bachelor’s degree in sports management and marketing. Jackson was born and resides in Indianapolis with her husband, Boyd Jackson, and their two daughters.
